The past week has seen a number of very important bills offered in both the Iowa House of Representatives and the Iowa Senate. Click on the links below to read the bills that were offered:

 

House Study Bill 62 – an act to establish a computerized database to verify identity, and eligibility, for assistance programs administered by the Iowa Department of Human Services to prevent fraud, waste, and abuse.

House Study Bill 63 – an act to allow contributions to tax-deductible Iowa College Savings 529 plans made before April 30 each year can be treated as though they were made in the previous calendar year for Iowa income tax purposes.

House Study Bill 64 – an act to exempt the sale of self-pay washers and dryers from the state sales tax.

House Study Bill 65 – an act to direct the Iowa Department of Human Services to eliminate categorical eligibility for food assistance and to instead implement income-based eligibility with an asset test.

House Study Bill 66 – an act to amend state law as it relates to functions of the Iowa Department of Transportation.

House Study Bill 67 – an act to update Iowa Code references to the federal Internal Revenue Code to comply with changes made by Congress in 2014.

House Study Bill 68 – an act to provide that pharmacy benefits managers are subject to regulation by the Iowa Insurance Commissioner.

House Study Bill 69 – an act to provide that Class A wine permit holders need not provide a second bond to acquire a wine direct shipper license.

House Study Bill 70 – an act to prohibit governmental entities from charging a fee for access to view or download contract documents relating to public improvement projects when providing those documents electronically.

House Study Bill 71 – an act to amend the fees that may be charged clerks of court for certain probate services rendered.

House Study Bill 72 – an act to amend the certification and licensure process for certified public accountants in Iowa.

House Study Bill 73 – an act to provide for the future repeal of the Iowa Board of Tax Review.

House Study Bill 74 – an act to create the Iowa Fairness in Private Construction Contracts Act.

House Study Bill 75 – an act to require state licensing of polysomographic technologists.

House Study Bill 76 – an act to regulate the electronic delivery and posting of insurance notices and documents.

House Study Bill 77 – an act to allow that any employee represented by a labor union may request a state audit of the union.

House Study Bill 78 – an act to require the financial records and expenditures of a labor union be open to inspection by any employee represented by the union.

House Study Bill 79 – an act to require certain factors be considered by an arbiter during a public employee collective bargaining process.

House Study Bill 80 – an act to require the Iowa Employee Relations Board to revoke the certifications of labor unions that violate Iowa Code Chapter 20.

House Study Bill 81 – an act to prohibit children under the age of 18 from using tanning facilities.

House Study Bill 82 – an act to develop a prioritizing policy for awarding openings under Medicaid home and community based services waivers.

House Study Bill 83 – an act to modify the programs and services under the purview of the Iowa Department of Public Health.

House Study Bill 84 – an act to modify provisions of the Public Health Modernization Act.

House Study Bill 85 – an act to modify the issuance and penalties for violating civil protective orders and criminal no-contact orders.

House Study Bill 86 – an act to allow veterinarians to practice as an LLC or a partnership.

House Study Bill 87 – an act to loosen regulations relating to the possession of smokeless powder.

House Study Bill 88 – an act to provide privileges to military victim advocates.

House Study Bill 89 – an act amend the regulations pertaining to buying clubs in Iowa.

House Study Bill 90 – an act to allow the sale of native wines for off-premises consumption.

House Joint Resolution 4 – an act to amend the Iowa Constitution to define marriage as being between one man and one woman.

House Joint Resolution 3 – an act to request Congress to convene a convention of the states to address corporate expenditures for political speech.

House Concurrent Resolution 7 – a successor bill to House Study Bill 4.

House Resolution 5 – a successor bill to House Study Bill 3.

House Resolution 6 – a resolution honoring the sesquicentennial (150th) anniversary of Ellsworth Community College.

House File 66 – an act to allow the Iowa College Student Aid Commission to enter into an interstate reciprocity agreement.

House File 67 – an act to require the display of the “Golden Rule” in public school classrooms.

House File 68 – an act to establish veterans treatment courts in every judicial district.

House File 69 – an act to eliminate the ability of those who have been convicted of kidnapping a minor and subsequently is required to register as a sex offender to accumulate “earned time” as applied for early-release from a state correctional facility.

House File 70 – an act to prohibit the sale or transfer of high-capacity ammunition feeding devices.

House File 71 – an act to incrementally increase the state minimum wage to $10.10 by Jan. 1, 2017, and to increase the wage annually in January, based on cost-of-living increase in Social Security benefits effective the previous December.

House File 72 – an act to increase penalties for employers who willfully misclassify employees for unemployment compensation contribution purposes.

House File 73 – an act to amend state law as it relates to employers and individuals who perform labor and wage payment collection.

House File 74 – an act to extend the state’s 6-percent sales tax, and the transfer of one-sixth of those funds to the Secure an Advanced Vision for Education (SAVE) Fund, until Jan. 1, 2040.

House File 75 – an act to require Iowa’s community colleges and Regents universities to create an additional in-state tuition category for illegal entrants who have been in the state for at least five years, and who have graduated from an Iowa high school, or have achieved a high school equivalency diploma in Iowa.

House File 76 – an act to prohibit the sale or transfer of “semiautomatic assault weapons,” and providing penalties.

House File 77 – an act to prohibit the private sale or transfer of firearms without first conducting a criminal background check through a federally licensed firearms dealer.

House File 78 – an act to require the expungement of not-guilty and dismissed criminal charges from criminal court records one year after a finding of not guilty or dismissal of charges.

House File 79 – a successor bill to House Study Bill 55.

House File 80 – a successor bill to House Study Bill 58.

House File 81 – a successor bill to House Study Bill 57.

House File 82 – a successor bill to House Study Bill 56.

House File 83 – an act to change Iowa’s excise tax from a per-gallon basis to a percentage of the purchase price, without increasing the amount of tax to be paid.

House File 84 – an act to establish school transportation cost supplement programs, to be funded by either an additional property tax or jointly by property and income taxes, if approved by voter referendums in certain school districts.

House File 85 – an act to amend the evidentiary process in elder abuse cases.

House File 86 – an act to require a court take into account primarily the welfare of a child, and the placement necessary to further the child’s long-term physical and emotional health, during disposition of a Child In Need of Assistance (CHINA) case.

House File 87 – an act to create the crime of financial exploitation of an older person, and providing for penalties.

House File 88 – an act to define “occasional” as it applies to Iowa’s child labor laws and their applicability to provisions for children to work for nonprofit organizations.

House File 89 – an act to allow cities to borrow funds from their reserve funds, and to levy debt service taxes to pay those funds back.

House File 90 – an act to require an itemized breakdown of all fines and fees associated with an automated traffic enforcement citation.

House File 91 – an act to eliminate judicial appointment of mental health advocates for those who have been voluntarily committed to a health care facility for treatment.

House File 92 – an act to amend state law regarding the reasonable use of deadly force to protect one’s self or others, including “stand your ground” provisions.

House File 93 – an act to eliminate Iowa’s special plate application process and replace those embossed plates with special plates that have spaces for organization decals.

House File 94 – an act to repeal that Iowans must report their insurance coverage on their income tax forms, and that those who meet certain income guidelines are required to enroll with Medicaid or the HAWK-I program.

House File 95 – an act to make a $1 million appropriation for the next five years, beginning July 1, 2015, to provide additional food for food banks.

House File 96 – an act to allow the regulation of transportation network companies.

House File 97 – an act to allow for continued open enrollment into online learning programs offered by the CAM (Anita) and Clayton Ridge (Guttenberg).

House File 98 – an act to add a notice of rights requirement to child abuse investigations conducted by the Iowa Department of Human Services.

House File 99 – an act to allow minors under the age of 14 to be in possession of and use revolvers, pistols, and their ammunition, when under the direct supervision of their parents, or adults who have permission from their parents.

House File 100 – an act relating to parental termination, and parental rights to visitation and custody when the parent became a parent as a result of a sexual assault upon the other parent.

House File 101 – an act to prohibit the issuance of marriage licenses to homosexual couples until a constitutional amendment defining marriage as between one man and one woman is voted upon by the People of Iowa.

House File 102 – an act to eliminate the exemption of gaming floors from the Iowa Smoke-Free Air Act.

House File 103 – an act to allow for Reserve and National Guard veteran status to be displayed on driver’s licenses and non-operator identification cards.

House File 104 – an act to allow for tax exemption for the installation of geothermal heating and cooling systems.

House File 105 – an act to allow current and retired peace officers to serve as classroom driver’s education instructors.

House File 106 – an act to establish the Iowa Health Workforce Center.

House File 107 – an act to require operators of childcare facilities to have surety bond or liability insurance coverage of at least $500,000.

Senate Study Bill 1059 – an act to update Iowa Code references to the federal Internal Revenue Code to comply with changes made by Congress in 2014.

Senate Study Bill 1060 – an act to amend regulations related to certified public accountants licensed in Iowa.

Senate Study Bill 1061 – an act to provide that Class A wine permit holders need not provide a second bond to acquire a wine direct shipper license.

Senate Study Bill 1062 – an act to allow a person up to four hours of unpaid time off from work, beginning one hour before its start, to participate in the presidential precinct caucuses.

Senate Study Bill 1063 – an act to amend campaign finance laws by allowing electronic filing of certain forms, and by raising the minimum dollar amounts that trigger certain regulations.

Senate Study Bill 1064 – an act to provide that people who make independent campaign expenditures are no longer required to organize a statement or file a statement of organization.

Senate Study Bill 1065 – an act to require the Iowa Board of Regents to comply with Iowa Construction Bidding Procedures Act.

Senate Study Bill 1066 – an act to create the Iowa Fairness in Private Construction Contracts Act.

Senate Study Bill 1067 – an act to establish for the licensure of and scope of practice for naturopathic physicians in Iowa.

Senate Study Bill 1068 – an act to allow the paying of awards and prizes to participants in fantasy sports contests.

Senate Study Bill 1069 – an act to amend state law as it relates to functions of the Iowa Department of Transportation.

Senate Study Bill 1070 – a resolution relating to the Senate Code of Ethics.

Senate Study Bill 1071 – a successor bill to House Study Bill 4.

Senate Study Bill 1072 – an act to amend state laws regarding employment practices with regard to accountability and transparency.

Senate Study Bill 1073 – an act to clarify and expand the expectations of bodies and meetings that are subject to Iowa’s public meetings laws.

Senate Study Bill 1074 – an act to amend state law as it relates to at-risk and alternative school programs, alternative schools, and dropout returning and prevention programs, and funding for schools and programs.

Senate Study Bill 1075 – an act to provide that the pay of Supreme Court justices will be set by the General Assembly, and the pay of all other judges and magistrates will be set by the Supreme Court, paid for from funds allocated by the General Assembly to the Judicial Branch.

Senate Study Bill 1076 – an act to amend several provisions of the Revised Iowa Nonprofit Corporation Act of 2004.

Senate Study Bill 1077 – an act to amend the fees that may be charged clerks of court for certain probate services rendered.

Senate Study Bill 1078 – an act to amend the deductibility of probate and estate-related administrative expenses.

Senate Study Bill 1079 – an act to set the maximum total fee an expert witness may receive at $2,500.

Senate Study Bill 1080 – an act to amend state law as it relates to the issuance and violation of no-contact orders.

Senate Study Bill 1081 – an act to exclude from liability under the Iowa Municipal Tort Claims Act any claim based upon an act or omission by an officer or employee of a school district or a local school board, or a school board itself, where the injuries or damage occurred due to a person’s participation in an extracurricular activity not sponsored by the school on school grounds, except for claims based on gross negligence.

Senate Study Bill 1082 – an act to amend the penalties for unlawful use of a disabled person’s parking permit.

Senate Study Bill 1083 – an act to amend state sales and use tax laws to remain in compliance with the Streamlined Sales and Use Tax Agreement.

Senate Study Bill 1084 – an act to alter how county elected officials’ compensation is determined each year.

Senate Study Bill 1085 – an act to amend the definition of public utility as it relates to railway rights-of-way crossings.

Senate Study Bill 1086 – an act to amend numerous issues relative to the regulation of insurance in Iowa, and the Iowa Insurance Division.

Senate Study Bill 1087 – an act to create political neutrality on the three-member Iowa Public Employee Relations Board.

Senate Study Bill 1088 – an act to increase the penalties for a violent sexual predator who escapes, or attempts to escape, from custody.

Senate Study Bill 1089 – an act to amend the certification and regulation of shorthand reporters (court reporters) in Iowa.

Senate Study Bill 1090 – an act to expand Iowa’s Implied Consent law to include refusal to supply a blood sample for testing.

Senate Study Bill 1091 – an act that provides that if a petitioner for dissolution of marriage is the victim of a crime perpetrated by the respondent, and the respondent is incarcerated for that crime, the court my grant the dissolution without a hearing, under certain circumstances.

Senate Study Bill 1092 – an act to provide that any person who provides a consular identification document as proof of identification and date of birth my be issued a temporary visitor driver’s license.

Senate Study Bill 1093 – an act to grant prescription writing authority to certain psychologists.

Senate Study Bill 1094 – an act to regulate insurance payments for physical therapists, occupational therapists, and speech pathologists.

Senate Study Bill 1095 – an act to amend the laws governing court-appointed special advocates (CASAs).

Senate Study Bill 1096 – an act to amend the programs and services under the purview of the Iowa Department of Public Health.

Senate Study Bill 1097 – an act to amend references to advanced registered nurse practitioners throughout Iowa Code.

Senate Study Bill 1098 – an act to establish a mental health professional loan forgiveness program under the administration of the Iowa College Student Aid Commission.

Senate Study Bill 1099 – an act to establish a supplemental school funding program for districts that serve low-income students.

Senate Study Bill 1100 – an act to amend the definitions of returning dropouts and potential dropouts as they relate to school funding.

Senate Study Bill 1101 – an act to establish a statewide incentive fund for 4-year-old preschool expansion.

Senate Joint Resolution 1 – a companion bill to House Joint Resolution 3.

Senate Concurrent Resolution 1 – a resolution to set the compensation for chaplains, officers, and employees of the General Assembly.

Senate Resolution 1 – a resolution setting the official rules of the Senate.

Senate Resolution 2 – a resolution honoring the sesquicentennial (150th) anniversary of Ellsworth Community College.

Senate File 51 – an act to provide for the offense of animal neglect when an animal is confined in a stationary motor vehicle for a period of time in which the animal faces imminent injury or death.

Senate File 52 – an act to provide for an adjustment in the assessed value of a homestead for those who are 65 years old or older, or who have a household earned income of less than $8,000 per year.

Senate File 53 – an act to provide additional grounds for termination of parental rights.

Senate File 54 – an act to prohibit insurance companies, or their representatives, from recommending the use of a specific repair facility, or for adjusters or appraisers to receive a gratuity for recommending a repair facility. The bill also prohibits insurers from requiring the use of aftermarket crash parts in repairs, and that repairs must be made in a manner sufficient to maintain manufacturers’ warranties.

Senate File 55 – an act to restrict the use of federal health care reform funds from being used to provide coverage for abortions, with a health-of-the-mother provision.

Senate File 56 – an act to repeal the state licensure of electricians and electrical contractors, and to allow cities and counties to regulate them, while providing for prorated refunds of licensing fees.

Senate File 57 – an act to prohibit a public employer from providing office space for an employee organization at a rate less than fair market value.

Senate File 58 – an act to allow that employers may treat drug tests that are inconclusive or that suggest the sample was altered or diluted as though they are positive tests, while also allowing for a confirmatory test taken at the employee’s expense.

Senate File 59 – an act to amend state law relating to who is authorized to issue a certificate of qualification for operation of a commercial motor vehicle to school bus drivers in Iowa.

Senate File 60 – an act to promote the expansion of broadband services via fiber optic network infrastructure by the Office of the Chief Information Officer.

Senate File 61 – an act to modify the regional sports authority district program, creates a sports tourism program, creates a sports program fund, and makes an appropriation.

Senate File 62 – an act to prohibit the sale of cleaning products and hand sanitizers that contain triclosan.

Senate File 63 – an act to create the crime of intimidation by desecration of flag or insignia, which is classified as a hate crime, and providing penalties.

Senate File 64 – an act to establish performance goals for professors at Regents universities in Iowa.

Senate File 65 – an act to require more transparency regarding state regulations that are adopted as a federal requirement, outlining potential penalties for failure to adopt the regulations.

Senate File 66 – an act to eliminate the option of straight-party voting in a general election.

Senate File 67 – an act to prohibit the installation of automatic traffic law enforcement systems (red light and speed cameras) and requiring the removal of all existing systems.

Senate File 68 – an act to amend state law regarding restrictions on license plate frames.

Senate File 69 – an act to allow voters to request a special election to fill a school board vacancy.

Senate File 70 – an act to eliminate the requirement that Iowans report what insurance they have, or that they must enroll in Medicaid or HAWK-I, if they meet certain income eligibility.

Senate File 71 – an act to amend state regarding the purchase of products manufactured by Iowa Prison Industries by state agencies.

Senate File 72 – an act the provides that wine bottles are not required to have the bottle’s refund value affixed to the outside of it.

Senate File 73 – an act to abolish county compensation boards.

Senate File 74 – an act to amend the eligibility and waiting list priority for families with special needs children with regard to the Iowa Child Care Assistance Program.

Senate File 75 – a successor bill to Senate Study Bill 1040.

Senate File 76 – an act to repeal the state inheritance and qualified use inheritance taxes.

Senate File 77 – an act to modify the supplemental weighting for limited English proficient students.

Senate File 78 – an act to establish a five-year sunset date for all administrative rules enacted on or after July 1, 2015.

Senate File 79 – an act to modify the sexual abuse and assault training to be provided at all Iowa high colleges and universities.

Senate File 80 – an act to create a notification requirement for mammogram reports to patients.

Senate File 81 – an act to make vocational-technical tuition grants available to certain students at barber and cosmetology schools.

Senate File 82 – an act to allow the Iowa Public Information Board and the Iowa Citizen Aid Ombudsman to have access to the minutes and audio recordings of closed sessions in the furtherance of their duties.

Senate File 83 – an act to provide a property tax assessment adjustment for Iowans older than 70.

Senate File 84 – an act to prohibit employers and employment agencies from reviewing the criminal records of certain prospective employees.

Senate File 85 – an act requiring the Iowa Law Enforcement Academy to establish training programs for stun guns and tasers.

Senate File 86 – an act to amend the registration fees charged when a vehicle is donated to a nonprofit corporation.
