Senate adopts House public preschool bill without amendments

The Iowa Senate unanimously adopted a House of Representatives bill that would place preschools operated by or for local school districts under the purview of the Iowa Department of Human Resources.

Last week, the Senate adopted House File 347, but with an amendment to further expand DHS jurisdiction over daycares. The House refused to concur with the Senate amendment.

Monday, the Senate took up the bill again, and following a motion to recede – a procedural move to take out the previously approved amendment – it voted unanimously for adoption.

The Senate also took up Senate File 415, which deals with the administration of elections and elections officials, which had been adopted in an amended format by the House. The Senate concurred with the House version, 47-1.

State Sens. Rick Bertrand (R-Sioux City) and David Johnson (R-Ocheyedan) were both absent and excused from the Senate for the day.

The Senate also unanimously adopted House File 621, the annual streamlines sales and use tax agreement bill, and House File 599, which deals with the division of assets and liabilities of school districts involved in reorganization or dissolution proceedings.
